Present petition has been filed challenging the circular dated 14th October, 2024, whereby the membership entry fee for Yamuna Sports Complex was revised with effect from 01st November, 2024. The petitioner further challenges the decision of respondent no.1/DDA to construct a banquet hall at Yamuna Sports Complex, Surajmal Vihar, New Delhi110092. 2.

Learned counsel for the petitioner states that subsequent to filing of the present petition, the respondent no.1 has withdrawn the circular dated 14th October, 2024 to the extend it revised the membership fee for Sports Complexes. construction of banquet hall without following due procedure for change of land use to benefit particular business community, which is arbitrary and illegal.

He states that about two acre of green area of the Sports Complex has been ruined for the construction of banquet hall, which was being used for yoga classes and other sports activity. He further states that even as per the bye-laws of Sports Authority of India, DDA is not allowed to tamper with the facilities like grounds, running tracks and play courts for personal gains and is also barred from implementing any such changes which may disturb the infrastructure of sports facilities apart from renovation and regular service to maintain these facilities.

He states that the petitioner made a representation dated 24th October, 2024 to the respondents, however, no response has been received till date. 5.

Accordingly, the present writ petition along with the application is disposed of with a direction to the Vice-Chairman, DDA to decide the petitioner's representation qua construction of banquet hall, by way of reasoned order within two weeks. The rights and contentions of all the parties are left open.
