The unsuccessful petitioner in W.P.(C) No.847/2016 is the appellant before us.

The appellant/writ petitioner was blacklisted permanently from participating in procurement process vide order dated 11.10.2012 passed by the Director of Health Services, Govt. of NCT of Delhi on the ground of submission of fake and forged documents.

W.P.(C) No.847/2016 came to be filed on 14.01.2016 to quash the said order dated 11.10.2012 and to modify the said order reducing the period of blacklisting to 3 years, i.e., the period that the petitioner has already undergone. The writ petition was dismissed by the learned Single Judge by the order under appeal holding that the petition is barred by delay and

latches.

Having heard the learned counsel for both the parties, we do not find any justifiable reason to interfere with the order under appeal. The various contentions advanced on behalf of the appellant on merits of the case deserve no consideration in view of the inordinate and unexplained delay on the part of the appellant/writ petitioner in invoking the extraordinary jurisdiction of this Court under Article 226 of the Constitution of India. 5.

The appeal is accordingly dismissed.

No costs.
