This is a writ petition seeking directions to protect the petitioner and his family members.

Learned counsel appearing for the petitioner submits that petitioner is a social activist and is involved in exposing illegal and immoral activities, being conducted in the guise of SPA centers in the area within the jurisdiction of Police Station Patel Nagar and such SPA centers are being controlled by one Bittu Ghai and his associates. 3.
Learned counsel submits that on 26.06.2025, petitioner and his father were brutally assaulted by Bittu Ghai and his associates. The incident was caught in CCTV and in this incident petitioner has suffered serious injuries. Petitioner reported the incident to the DCP and sought registration of FIR and protection, however, no preventive action was taken. 4.
It is further submitted that a second assault took place on 07.10.2025 at the petitioner's shop by masked men, who were armed with dandas and this incident was also captured on CCTV. Petitioner, therefore, apprehends threat from the persons involved in illegal activities being carried out under the guise of SPA operations, and therefore, prays for protection. 5.
Learned ASC appearing for the State, submits that with regard to the incident dated 26.06.2025, petitioner did not submit the CCTV footage, and therefore, was asked to submit the same. He did not even assist in the inquiry/investigation.

As regards the incident dated 07.10.2025, it is stated that FIR has already been registered and investigation has been completed. She states that two of the assailants involved in the incident dated 07.10.2025 have since been identified.

It is further submitted that petitioner is a habitual complainant in the garb of being a social activist, he keeps making complaints with a view of extort money and after making the complaints, does not cooperate in the inquiry of such complaints.

It seems that grievances of the petitioner have been duly addressed inasmuch as FIR has already been registered.

Be that as it may, it is the duty of the State to provide protection to all the citizens and this Court, being the Constitutional Court, is expected to further the constitutional rights to all the citizens. 10.
The State, is therefore, directed to provide protection to the petitioner and his family members.

The petition is accordingly disposed of with direction that mobile numbers of the SHO and the beat constable of the area where the petitioner is residing be shared with the petitioner so that in case of any need or emergency, he may contact them on immediate basis.
