The present matter has been listed as an inadvertent error has crept in paragraph 7 of the order passed by this Court on 17.07.2018 inasmuch as the date of the impugned order has been referred to as 19.01.2017 instead of 19.01.2018. Paragraph 7 of the order dated 17.07.2018 is, accordingly, rectified to read as under:- "In view of the above, the impugned order dated 19.01.2018 is set aside. The respondents shall issue a notice of hearing to the petitioner (without setting out allegations or providing any further material). It will be open for the petitioner to make his submissions before the concerned authorities. The concerned authorities shall, thereafter, pass a speaking order within a period of twelve weeks from today."

Paragraph 2 of the said order also requires to be rectified as it has been incorrectly recorded that the "petitioner has blacklisted the petitioner", instead of "respondent no.2 has blacklisted the petitioner". Paragraph 2 of

the said order is rectified to read as under:- "Mr Bhasin, the learned senior counsel appearing for the petitioner has assailed the impugned order, essentially, on three grounds. First, he submits that the impugned order has been passed without issuing any show cause notice to the petitioner; second, he submits that the petitioner was not afforded any opportunity of being heard; and lastly, he submits that the punitive measure imposed on the petitioner is impermissible inasmuch the respondent no.2 has blacklisted the petitioner for all times to come. He earnestly contended that the respondents have not followed the principles of natural justice and, therefore, the impugned order be set aside."
