This is a petition filed by the Petitioner seeking directions to Respondent No. 1 to issue a certificate of regularization in her favour for Flat no. R-34, Tara Apartment, Alaknanda, Delhi (hereinafter, 'the flat') and for further directions to Respondent No.2 to mutate and convert the Flat from leasehold to freehold.

The case of the Petitioner is that she had purchased the said flat in 2006 and has been living there for the last 19 years. She had also cleared all dues towards the Society, Delhi Development Authority (hereinafter, 'DDA'), and other statutory authorities.

Her grievance is that she has deposited the conversion charges of Rs. 2,08,100/- for conversion of the flat from lease hold to free hold with the DDA, however, the said conversion has not been given effect to. Ld. Counsel appearing for DDA submits that the DDA can convert the flat from lease hold to free hold only after the recommendation to such effect is received from the Registrar of Cooperative Societies (hereinafter, 'RCS'). 6.

The stand of the Society-Tara Apartment, Alaknanda, Delhi, as per the ld. Counsel Mr. Shukla is that all the dues have been cleared by the Petitioner and she has been living at her flat for the last 19 years. 7.

In view thereof, let the Petitioner appear before the RCS office on 23rd February, 2026 at 11:30 A.M. with all the necessary documents. An office bearer or an authorised representative of the Society- Tara Apartment, Alaknanda, Delhi shall also appear before the RCS along with the Petitioner. 8.

After verifying all the documents, the RCS shall send the recommendation to the DDA by 20th March, 2026. 9.

The DDA shall complete the conversion process by 30th April, 2026. If any amount has to be paid to the DDA the same shall also be paid by the Petitioner.

The petition is disposed of in above terms. Pending applications, if any, are also disposed of.
