Notice could not be issued to respondent Nos.3 and 4 for want of process fee. Mr. Rahul Mehra, learned Standing Counsel for the State submits that the proceedings to declare the husband of the petitioner as a proclaimed offender in FIR No.424/2016, PS:Subhash Place, New Delhi are underway. Having regard to the time taken in this matter to trace the missing person, Mr. Mehra submits that further investigation would be transferred to the DIU(South-West) in FIR No.343/2017 under Section 365 IPC, PS:Bindapur, New Delhi.
Meanwhile, steps be taken to serve respondent Nos.3 and 4, returnable on 1.9.2017.
