The Petitioner asserts ownership over two plots of land, namely Plot No. 5 (Khasra No. 63) and Plot No. 1 (Khasra No. 12/26), situated in Village Singhola, Block Alipur, Delhi.

The petitioner submits that although these allotments were made by the Government of Delhi in 1989, no physical demarcation of the plots has ever been carried out and, consequently, the Petitioner has been unable to effectively exercise his rights over the land. The Petitioner submitted an application seeking demarcation on 11th July, 2025, followed by reminders, which remain pending.

The Petitioner has also sought information regarding the status of the land by filing an RTI application before the Land Acquisition Collector (North Delhi). No. 12/26 in Village Singhola have not been acquired by any authority, as per the available records.

With respect to the status of urbanisation, the Petitioner made enquiries from the concerned SDM and was informed that the land in question continues to retain its agricultural character, a fact not controverted by the Respondents.

In light of the foregoing, considering the Petitioner's limited request for direction to the respondents to carry out the demarcation, the same is accepted.

Accordingly, a writ of mandamus is issued directing the Respondents to carry out demarcation of the land pursuant to the Petitioner's application dated 11th July, 2025, by the Total Station Method (TSM). The cost of demarcation shall be borne by the Petitioner. 7.

The Respondents shall also verify the Petitioner's claim to the land and, if the claim is found correct, process the request for mutation in the revenue records in accordance with law.
