The present petition has been filed by the petitioner, a meritorious badminton athlete and a former student of respondent no.1, who graduated in August 2025, seeking directions to secure his participation in the Khelo India University Games (KIUG) scheduled to commence on 24.11.2025. It is submitted that the petitioner has duly qualified in the zonal rounds. 4.

However, due to unexplained administrative delays, the KIUG was postponed and ultimately scheduled from 24.11.2025 to 05.12.2025, by which time the petitioner had completed his graduation on 20.08.2025. As such, the respondent no.1 did not forward the petitioner's name to respondent no.3 (Sports Authority of India), since the petitioner had ceased to be a student of the university.

However, it is pointed out that in the context of similarly situated athletes from other universities, in view of the delay in organizing the KIUG in the year 2025, the concerned universities have sought to facilitate participation of the concerned students even though they have graduated in the year 2025.

Specific attention is drawn to the name at Serial No. 635 in the table filed as Annexure P-9 (list of participants dated 13.11.2025 for the KIUG 2025) to the present petition.

In the above conspectus, considering that the petitioner is no longer a student of the university, this Court is unable to issue a mandamus directing the Delhi University to send the petitioner's name for participation in the KIUG Games. However, considering that the petitioner is a former student of the Delhi University and especially considering that the similarly situated persons (as the petitioner) from other universities are being allowed to participate in the KUIG Games proposed to be held from 24.11.2025 onwards, the present petition is disposed of with a direction to the respondent no. 1 and 2 to consider the present petition as a representation and make an endeavour to facilitate the petitioner's participation in the KIUG Games commencing from 24.11.2025.
