The petitioner has filed this writ petition for a direction upon the respondent - BSES Rajdhani Power Limited ["BSES"], to decide her representation dated 27.11.2024.

A copy of the writ petition is placed on record, which concerns the petitioner's request for installation of a new domestic meter in her premises, No. 886, Ward No. 8, Forming Part of Khasra No. 1151/3, New Delhi - 110030.

It appears that the petitioner has already applied for the said connection, in response to which the respondent issued a deficiency notice dated 25.11.2024. The deficiencies include outstanding dues on the reconstructed properties including the location for the installation of a meter, and the requirement of space for the erection of a sub-station, in W.P.(C) 17212/2024 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. terms of Regulation 22 of the Schedule of Charges and the Procedure (Seventh Amendment) Order, 2023, issued by the Delhi Electricity Regulatory Commission ["DERC"].

The principal dispute concerns the requirement for installation of an electric sub-station. According to the respondent, the DERC (Supply Code and Performance Standards) Regulations, ("DERC Regulations"), require a separate sub-station to be installed for provision of electricity to any building with a built up area of more than 2000 sq. m. It is not disputed that the petitioner's premises fall within this criterion. 5.

Learned counsel for the petitioner states that the petitioner is also willing to provide space for the electric sub-station in accordance with the DERC Regulations.

In view of the above, the concerned engineers of the respondent are directed to conduct a joint inspection with the petitioner within two weeks from today, on a date to be notified to the petitioner through her learned counsel. At the said inspection, the respondent will inform the petitioner of all the formalities required to be completed, including identification of space for the electric sub-station. The parties will also coordinate with regard to completion of other codal and commercial formalities, if the acceptable space is available for this purpose. The petitioner will provide necessary documents and information to the respondents.
