Learned counsel representing the Petitioner submits that if the Petitioner was undergoing 'currency period' of penalty and adverse record, then Seal Cover Procedure should have been adopted. 2.

At being posed a pointed question, learned counsel representing the Petitioner admits that this issue was never pressed before the Central Administrative Tribunal. A perusal of the Impugned Order dated 22.08.2025 also shows that this submission was never made before Central Administrative Tribunal.

Accordingly, the present Petition is disposed of with liberty to the Petitioner to file an appropriate application seeking review/reconsideration of his matter before Central Administrative Tribunal, if permissible in law.
