The grievance of the Petitioner as articulated in the present Petition is that the Respondent has not taken any action on the complaint dated 22.12.2016 filed by the Petitioner.

The record reflects that the Petition was filed in the year 2017 and subsequently, the Counter Affidavit was filed. 3.

Learned Counsel for the Respondent refers to Annexure R-8 of the Counter Affidavit to submit that the complaint of the Petitioner has already been examined and the letter dated 03.01.2017 was issued. Learned Counsel for the Petitioner submits that there is no reasoned speaking order passed by the Respondent, thus, this cannot be considered as an effective examination. 4.

Given that the issue in the present Petition is limited, with the consent of the parties, the following directions are passed: (i) This Petition shall be treated as a Representation of the Petitioner. (ii) The Petitioner and/or his authorized representative will be given an opportunity to be present for a hearing on 03.04.2025 at 11:30 AM in the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. (iii) The Petitioner is permitted to produce any additional facts or documents in support of his contentions, at the time of the hearing before the concerned Authority.

(iv) In the event, if it is deemed necessary, that there is a need for more than one hearing, the Petitioner and Respondent may mutually schedule such additional hearings amongst themselves as well. (v) In the event that there is any requirement for filing of additional documents or clarification, the Respondent shall ensure that these are obtained from the Petitioner expeditiously so as not to delay adjudication. (vi) Once the hearing in the matter is concluded, the Respondent shall pass a Speaking Order within a period of 12 weeks from the date of such hearing. (vii) The Speaking Order shall be communicated to the Petitioner under acknowledged postal service and e-mail.

Needless to add, that in the event the Petitioner is aggrieved with the order passed by the Respondent, the Petitioner may take appropriate steps in accordance with the law.

It is clarified that this Court has not examined the matter on merits. All rights and contentions of the parties are left open in this regard. 7.

The present Petition is accordingly disposed of with the aforegoing directions. All pending Applications stand closed. 8.
