The petitioner is stated to be the Shahzada Gaddi Nashim of Dargah Hazarat Sayyed Gohar Ali Shah, located at Pul Qutab Road, near Sadar Bazar Railway Station, Delhi. It is submitted that the said dargah has existed since the British era, and every year the petitioner performs the religious ceremony known as "Urs" which includes various rituals and a traditional procession between Dargah Sayyed Gohar Ali Shah and Dargah Hazrat Khwaja Bakibilla Sahab at Singhara Chowk, Delhi. It is submitted that the event attracts thousands of devotees from across India. 4.

It is submitted that in the year 2024 the petitioner had to approach this Court by way of writ petition being W.P.(C) 16774/2024, pursuant to which directions were issued to the authorities to process the petitioner's request for holding "Urs". It is submitted that this year again, the "75th Urs", is scheduled to be held on 03.12.2025 and 04.12.2025.

The petitioner is stated to have submitted an application dated th 10.11.2025 seeking permission to hold the 75 "Urs" along with a request for adequate police deployment and traffic management. Having received no response to the aforesaid application of the petitioner, a reminder was sent on 13.11.2025 and a further letter was sent to the Commissioner of Police on 17.11.2025. Yet, no decision or communication has been issued.
