The present petition has been filed by the petitioner, who claims to belong to the Scheduled Caste category and appointed as an SKO/LDO Dealer in Delhi by the Indian Oil Corporation in 1979, under the SC/ST quota.

Learned counsel for the petitioners submits that its dealership became non-functional after the Delhi Government declared Delhi a Kerosene-free State in the year 2013-2014, allegedly leading to a complete loss of livelihood and causing the petitioners severe financial hardships. It is submitted that despite continuous representations since 2013, the petitioners have not been provided any rehabilitation.

During the course of hearing, learned counsel for the petitioners confines the prayer to seeking that the petitioners' plea for rehabilitation under any extant scheme of the respondents be duly considered, and/or that the respondents make an attempt to afford some rehabilitation to the petitioners.

Learned counsel for the respondents emphasise that the petitioners have no contractual right whatsoever and present petition is not maintainable. However, it is acceded that the representation of the petitioners shall be considered in accordance with law and keeping in mind equitable/humanitarian considerations.

Let a decision thereon be taken as expeditiously as possible and preferably within a period of 8 weeks from today under intimation to the petitioner.
