The petitioner has filed the present public interest litigation impugning clause (e) of paragraph 10.0 of the University Grants Commission Regulations, 2018 as unconstitutional. 2.

The petitioner who is a student of Law Faculty, Delhi University submits that the said clause which excludes the experience as guest lecturer for the purposes of considering the experience for regular appointment either through direct recruitment or through promotion under the Career Advancement Scheme is ultra vires the constitution. 3.

We find no merits in the present contention.

It is also noticed that this is a service matter and we do not consider it apposite to entertain this petition as a public interest litigation. 5.

The petition is, accordingly, dismissed.
