% 06.04.2016 Since the person against whom personal allegations of mala fide have been made has not been arrayed as a respondent, this Court is of the view that the present writ petition is not maintainable.
It has also been held by this Court in Dr. Rama Shukla vs. Union of India, W.P.(C) 604/2014 that "awards like President's Certificate of Honour in Sanskrit should be bestowed upon a scholar and not be sought by way of a writ petition." Consequently, present writ petition and application are dismissed. However, in the event the allegations of personal mala fides are made, petitioner shall be at liberty to file a fresh writ petition. Needless to say that the same if filed shall be considered in accordance with law.
