Learned counsel for the appellant states that he would make a representation as the appellant is not being given the benefit of service even from the date of regular appointment vide letter dated 13.09.1996. Without expressing any opinion, the appeal is dismissed as withdrawn. In case the appellant makes any representation, the same may be considered by the respondent in accordance with law.
