This petition seeks directions to respondents to conduct survey of petitioner in a time bound manner and issue a Certificate of Vending ('COV').

Counsel for respondent/New Delhi Municipal Council ('NDMC') however, states that no documents have been filed along with the petition to demonstrate that any such right has been given to the petitioner to vend in the Jorbagh area, as he professes to do.

Besides, an objection is taken that relief sought in the petition is qua petitioner no.1 and not petitioner no.2, to which counsel for petitioners' The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. states that petitioner no.2 is merely a helper of petitioner no.1 and is not seeking any specific relief.

Counsel for the petitioners relies on the representation dated 24th July 2025 addressed to NDMC for issuance of COV.

In these circumstances, it is directed that petitioner no.1's representation be disposed of by the Director Enforcement (North) within a period of six weeks, in accordance with law.

Petitioner no.1 shall appear before Director Enforcement (North) on 5th December 2025 at 12:00 PM (noon) along with all requisite documents. 7.
Petition stands disposed of in above terms.

It is made clear that this Court has not expressed its opinion on the merits of the matter or the tenability of petitioner's claim. 9.
Pending applications are rendered infructuous. 10.
