This writ petition is filed on behalf of the Petitioner under Article 226 of the Constitution of India seeking the following reliefs:- "(a) issue a writ of certiorari thereby quashing the decision letter dated 15.11.2025 issued by the Respondent, whereby it has rejected approval to Petitioner Institution for the applied D. Pharm course, for the academic session 2025-26; and (b) issue a writ of mandamus thereby directing the Respondent, to grant approval to petitioner for the aforesaid D. Pharm course for academic session 2026-27."

The primordial contention of the Petitioner is that the impugned decision letter dated 15.11.2025, whereby application of the Petitioner for approval of D.Pharm Course has been rejected, is in direct violation of the order passed by this Court on 14.11.2025 in a batch of writ petitions, the lead petition being W.P.(C) No. 16451/2025, wherein Court had quashed the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
earlier rejection orders and directed PCI to consider the applications for academic session 2026-2027. Court had detailed the procedure for deciding the applications and PCI was directed to communicate the inspection reports/deficiencies to the Petitioners latest by 15.12.2025, to which Petitioners are to submit their response-cum-compliance on or before 15.01.2026. On receipt of the response and looking into the compliances, PCI would take a decision and communicate the same to the Petitioners latest by 15.02.2026. However, in ignorance of the directions of the Court, on the very next day of the order i.e., 15.11.2025, PCI passed the impugned order rejecting the application for D.Pharm Course. 3.

Mr. Ajay Kumar Singh, learned counsel appearing on advance copy of the petition accepts notice on behalf of the Respondent. 5.
It is stated by Mr. Singh, on instructions from Dr. Montu M. Patel, President, PCI, who has joined the Court proceedings virtually that there is no violation of the order dated 14.11.2025 inasmuch as impugned order passed on 15.11.2025 is in respect of academic session 2025-2026 and not the next academic session in respect of which directions were issued on 14.11.2025. It is further stated that the application of the Petitioner seeking approval for D.Pharm Course will be considered for academic session 20262027 in consonance with the directions issued by the Court on 14.11.2025 and the timelines mentioned will be scrupulously adhered to. 6.
In light of this submission made by PCI, which needless to state will bind PCI, no further order is required to be passed in this writ petition, save and except, reiterating that the application of the Petitioner will be considered as per the directions issued by the Court on 14.11.2025 in the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

In case of any surviving or future grievance, it will be open to the Petitioner to take recourse to appropriate remedies. 8.
