Writ Petition under Article 226 of Constitution of India read with Section 528 B.N.S.S. has been filed on behalf of the Petitioner for quashing of Punishment Tickets dated 23.08.2021, 14.02.2022, 28.03.2022, 29.03.2022 and 30.03.2022 awarded by the Jail Superintendent, Central Jail, Tihar, Delhi. 2.
Learned ASC for the State appears on advance Notice. 3.
It is submitted that no show-cause Notice was served upon the Petitioner nor was he given an opportunity to give his defence and therefore, aforesaid Punishment Tickets are in violation of Rules 1271 (b) and 1272 of Delhi Prison Rules, 2018. Moreover, no two independent witnesses were joined during the alleged hearing. Therefore, these Punishment Tickets are liable to be quashed.

Furthermore, it cannot be over-looked that present Petition is highly belated and suffers from delay and latches. It is also evident from the Nominal Roll that Petitioner had been availing Parole and Furlough during the year 2025, which means he was having legal assistant. 6.
In the totality of the circumstances, present Writ Petition along with pending Application is dismissed.
