After arguing at some length, learned counsel for the petitioner states that the petitioner may be permitted to withdraw the appeal. However, the Court is requested to make some observations so that the writ petition pending before the learned Single Judge is decided expeditiously. 3.

Accordingly, this appeal along with pending applications is dismissed as withdrawn. We, however, request the learned Single Judge to expedite the proceedings of the writ petition and decide the same as early as possible.
