The petitioner's appeal under Rule 17(a) of the Conduct Rules of Indian Institute of Technology Roorkee reads with Section 9 of the Institutions of Technology Act, 1961 against the office memorandum/order dated 05.05.2025 is pending before respondent no. 3-Department of Higher Education.

On 15.12.2025, the Court directed that the hearing on the appeal be expedited. However, nothing has been brought on record as to what steps thereafter have been taken by respondent no. 3. Furthermore, no one even appears to represent the said authority.

Under these circumstances, the Court deems it appropriate to direct respondent no.3 to decide the petitioner's pending appeal within three months from the date of receipt of a copy of the order passed today. 4.
