The present petition has been filed by the petitioner seeking a limited relief viz. that the respondent / Ministry of Youth Affairs & Sports be directed to decide the petitioner's representation dated 20.11.2024. 4.

The petitioner is a registered society and is functioning as one of the two scouting and guiding organizations which have been recognized by the Ministry of Youth Affairs & Sports. The petitioner is engaged in training youth for scouting and guiding.

The petitioner was granted recognition by the respondent vide letter dated 07.03.2001. Upon restoration of the petitioner's recognition by the respondent, the petitioner had requested the State Government of Bihar and Jharkhand for conducting scouting and guiding activities in the State of Bihar and Jharkhand. Pursuant thereto, the concerned State Government of Bihar and Jharkhand sought for clarification from the respondent. However, no response was received from the respondent. As a result, the petitioner is unable to carry out its activities in the concerned states. It is pointed out that the petitioner has sent enumerable reminders to the respondent. Despite the same, the respondent has neither responded to the communication of the petitioner nor to the communication/s sent by the concerned state governments.

Since none appears for the UOI, Mr. Bhagwan Swaroop Shukla, who is appearing virtually, is requested to accept notice in the matter. 9.

Considering the aforesaid aspects, the present petition is disposed of with a direction to the respondent to decide the representation of the petitioner by passing a reasoned order and after affording an opportunity of hearing to the petitioner. Let the same be done as expeditiously as possible, and in any event within a period of ten weeks from today. 10.
