% 15.04.2026 Since there was a holiday on 14.04.2026, the matter has been taken up for hearing today.

This is a writ petition filed under Article 226 of the Constitution of India seeking the following reliefs:- "[a] Issue a Writ of Mandamus and Direct the Respondent No.2 to change the name of the Institution Sponsored by the Petitioner and recognised by the said Respondent for B.Ed Course from "Delhi College of Education" to "Delhi Institute of Rural Development"; and The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

[b] Issue a Writ of Mandamus and direct the Respondent No.2 to carry out necessary changes on the website of the NCTE at "Online Teacher Registration Management System" [OTRMS] and to reflect the name of Petitioner's Institution as "Delhi Institute of Rural Development" in place of "Delhi College of Education"; and [c] Issue a Writ of Mandamus and direct the Respondent No.2 to enable all the students who have completed B.

Ed course/undergoing (Session 2015-2016 to 2024-2025) from the Petitioner's Institute to generate their certificate of verification from the "Online Teacher Registration Management System" [OTRMS] by reflecting the name of Petitioner's Institution as the "Delhi Institute of Rural Development"; and Alternative Prayer [d] In alternative to Prayers (a) to (c) above and without prejudice, issue a Writ of Mandamus and direct the Respondent No.3 to issue fresh degrees and consolidated marksheets to all the students who have passed out B.Ed Course/undergoing (Session 2015- 2016 to 2024-2025) from the Petitioner's Institute by incorporating the name of the Petitioner's Institute as "Delhi College of Education" in place of "Delhi Institute of Rural Development".

Mr. Rupal, learned counsel for the respondent Nos. 1 and 2 states that he has instructions that the change in the name shall be done provided a fresh application is made to the respondent No.2. 4.

Taking his statement on record and binding respondent No.2 to the same, the present petition is disposed of.

As and when the application is filed by the petitioner, the respondent No.2 shall carry out the necessary changes within 3 weeks, with effect from the date of recognition of the petitioner institution. 6.
