The present petition has been filed by the petitioner being aggrieved with the fact that the requisite information, as sought by him, pursuant to an RTI application dated 06.11.2023 has not been disclosed to him. 2.

The petitioner filed the first appeal in the office of ADM, North District, Delhi in which, vide order dated 15.03.2024, the ADM North directed the concerned public information officer (POI) to provide the requisite documents/information to the petitioner along within 15 days, and also granted liberty to file a second appeal before the Central Information Commission (CIC) in case the response was unsatisfactory. 3.

Being aggrieved by the fact that the requisite information, as sought vide RTI application dated 06.11.2023, had still not been furnished to him, The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

the petitioner approached the Central Information Commission (CIC) by filing a second appeal. However, the said appeal was not entertained by the CIC and a communication dated 12.11.2024 was issued by the CIC to the petitioner stating as under:

"Central Information Commission CIC Bhawan, Baba Gangnath Marg, Munirka New Delhi-110067 Diary No.649678/2024 Date:12-11-2024 To Dharambir Singh R/o H. No. 418-19, Gali no.26B, Swatantra Nagar, Narela, Delhi 110040 North Delhi Delhi-110040 SubjectReturn of Second Appeal/Complaint for the removal of deficiencies.

Madam/Sir, Refence your Second Appeal/Complaint dated 09-11-2024 received on 09-11-2024 vide above Diary Number.

On scrutiny of the Second Appeal/Complaint, it is seen that the same has the following deficiencies, which are required to be removed. -The second appeal is not enclosed.

-it is noticed that the Second Appeal is time-barred as the same has not been filed within the prescribed time limit and you have not filed any request for condonation of delay.

Other Mandatory documents required for proper presentation of your case, if available.

-Copy of reply received from the CPIO All the documents shall be duly authenticated and verified by the Appellant / Complainant.

After some hearing, learned counsel for the petitioner submits that he shall remove the aforesaid objections raised by the CIC, and thereafter pursue the matter before the CIC.

Subject to the petitioner removing the objections raised by the CIC, as set out in the aforesaid communication, the CIC is requested to expedite consideration of the petitioner's appeal.
