O R D E R

This writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "a) Issue a Writ of Mandamus or any other appropriate writ directing the Respondents, particularly Respondent no. 2 & 3, to allow the Petitioners to submit his FMGE application and appear in the FMGE examination pending the issuance of their NEET (UG) scorecards and The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Eligibility Certificate, and/or;

b) Direct Respondent No. 1 (NTA) to expedite the issuance of the NEET (UG) score card to the Petitioners within a reasonable time frame, and/or;

c) Direct Respondent No. 2 (NMC) to issue a provisional Eligibility Certificate to the Petitioner, enabling him to sit for the FMGE, pending the submission of the NEET score card, and/or;

d) Grant interim relief allowing the Petitioners to appear for the FMGE, subject to the condition that their result may be withheld until the completion of the Eligibility Certificate requirements or any other conditions as this Hon'ble Court may deem fit, and/or;"

The brief facts of the case are that the petitioners are medical degree holders from foreign Universities and want to appear for Foreign Medical Graduate Examination ("FMGE"), conducted by the National Board of Examinations in Medical Sciences ("NBEMS"). However, the Information Bulletin issued by NBEMS for FMGE December-2025 Session, requires mandatory submission of NEET UG Scorecard and the petitioners have inadvertently lost their NEET UG Scorecards.

The learned counsel for the petitioners submits that the respondent No. 1, namely National Testing Agency ("NTA") has furnished particulars of the petitioners as available in their database, and the same can be perused by this Court to issue directions to treat this order as NEET UG Scorecards.

Accordingly, National Board of Examination in Medical Science (respondent No.3) is directed to treat this Order as Scorecard for NEET UG examination in respect of the petitioners and consequently, the requirement on part of the petitioners to furnish Scorecard of NEET UG 2019 and 2020 for FMGE 2026 and also for future FMGE Examinations.
