The present petition has been filed by the Petitioner under Article 226 of the Constitution of India, inter alia, seeking issuance of an appropriate writ directing the Respondents to include the Petitioner in the survey process conducted under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 and the Delhi Street Vendors Scheme, 2019. 3.
The Petitioner claims to be a street vendor in the Sarojini Nagar Market, New Delhi. According to the Petitioner, he has been carrying out vending activities since the year 2000.

the months of June-July of 2025 and the last date for filing the representation for the same was 31st July, 2025. The review period for the said survey was in August-September, 2025. However, the said period is also over now. 5.
The case of the Petitioner is that he has challans showing that he is vending since 2000 and his name was also on the survey register. However, apart from one photograph which he claims to have been taken during the survey, there is no letter, no representation or any documents to show that he had furnished all the requisite proofs to the Town Vending Committee during the period of either the survey or the review period. 6.
The first representation which is placed on record is of 10th November, 2025. The copy of the photograph showing the visit to the office of NDMC is of 11th November, 2025. This would not be sufficient to establish the case of the Petitioner for this survey.

In the opinion of this Court, no case is made out at this stage. If, in future, there is any survey, the Petitioner is free to participate in the same, in accordance with law.

The petition is disposed of in the aforesaid terms. Pending applications, if any, are also disposed of.
