This writ petition is filed on behalf of the Petitioner under Article 226 of the Constitution of India seeking the following reliefs:- "(a) quash the decision taken by the Respondent No.2 in its 413th meeting held on 27-29.01.2025, whereby it has sought "one more processing fee", from the petitioner, in addition to one already submitted by it, for processing of its application seeking shifting of premises; and (b) direct the respondent no.2 to consider & decide the pending application of the petitioner institution submitted for shifting of its premises, from existing, to new; expeditiously & preferably within two weeks' time."

Learned counsel for the Petitioner submits that Petitioner preferred an application for shifting the premises on 07.11.2020 but the same is pending consideration till date. It is further urged that decision taken by Western Regional Committee ('WRC') in its 413th meeting held on 27-29.01.2025 be quashed being illegal, whereby additional processing fee has been sought W.P.(C) 19577/2025 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. Mr. Mohinder J.S. Rupal, learned counsel accepts notice on behalf of the Respondents and submits that the pending application for shifting of premises will be decided within two months from today after carrying out inspection of the premises where shifting is proposed. He, however, takes objection to the submission that double processing fee is being charged and submits that Petitioner is under a misconception that B.Ed. and D.El.Ed. are integrated courses.

In light of the submissions made by the parties and without going into the merits, this writ petition is disposed of directing WRC to decide the pending application dated 07.11.2020 within two months from today, in accordance with law. Needless to state, it will be open to WRC to conduct inspection of the new premises, if so required. The decision will be communicated to the Petitioner within one week from the date the decision is taken. Insofar as the issue of processing fee is concerned, a reasoned decision will be taken by WRC within four weeks from today and communicated to the Petitioner. Needless to state if aggrieved, Petitioner may take recourse to legal remedies on both aspects.
