Allowed, subject to all just exceptions. The application is disposed of. W.P.(C) 19583/2025 3.

The present petition under Article 226 of the Constitution of India seeks following prayers:- "1. Issue a writ of mandamus or any other appropriate writ, order or direction, directing the Respondent No. 1 to execute the Recovery Certificate vide reference no.-Ref. No. ECI/178ND/22/328-330 dated 21.02.2025 to recover ₹12,22,452/- (Rupees Twelve Lakhs Twenty Two Thousand Four Hundred Fifty Two) With Simple Interest @ 12% Per Annum With Effect From 24.02.2022 Till The Payment in order dated 16.12.2024, from the Respondent no. 2;

2. Direct the Respondent No. 1 to file a status report with details of actions taken and steps proposed in the execution of the said certificate;

3. Direct the respondent no. 1 to submit the compliance report showing the compliance of the guidelines issued by this Hon'ble Court in WP(C) 8092/2016 titled as "Santosh Kumar Jha Vs. Deputy Labour Commissioner (South);"

4. Impose exemplary costs on the respondents for delaying recovery proceedings;

5. Award compensation and/or exemplary costs for the delay and hardship caused to the Petitioner;

6. Pass any other or further order(s) as may be deemed fit and proper in the facts and circumstances of the case and in the interest of justice." 4.

The present petition is disposed of with the directions to respondent No. 1 to initiate the process in terms of the recovery certificate dated 21.02.2025 issued by the Office of the Commissioner Employee's Compensation, District North, First Floor, Room No. 1, Labour Welfare Centre, Nimri Colony, Ashok Vihar, Phase-IV, Delhi-110052, within two weeks and proceed in accordance with law.

With the aforesaid directions, the present petition is disposed of. 6.

Pending application(s), if any, also stands disposed of. 7.
