This hearing has been done through hybrid mode. 2.

The present petition under Section 12 of the Contempt of Courts Act, 1971, seeks the following prayers:- "a. To draw and initiate a proceeding of contempt against the alleged Contemnor/ Respondent for committing contempt of this Hon'ble court; and b. Punish the alleged Contemnor/ Respondent for violating the order of this Hon'ble Court dated 03.10.2023 passed in W. P. (C) No.12912 of 2023; and/or c. Pass such order and further order which this Hon'ble Court may deem fit and proper AND FOR THIS ACT OF KINDNESS THE PETITIONER AS IN DUTY BOUND SHALL EVER PRAY."

Vide order dated 03.10.2023 in W.P.(C) 12912/2023, the learned coordinate bench of this Court passed the following directions:- "6. In view of the aforesaid, it is directed that respondent The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

no.2-Northern Regional Committee (NRC) shall decide the petitioner's application within a period of two months from the date of receipt of copy of the order passed today and is further directed to follow due process including conducting of inspection of the new premises where the petitioners proposed to shift the institute.

7. It is open for the respondents to call for any information, if necessary, in deciding the request of the petitioner-institution.

8. Needless to state, this Court has not expressed any opm1on on the merits of the claim of the petitioners, and therefore, in case the petitioners are aggrieved by any order passed by the respondents, it will be open for the petitioners to seek legal recourse as permissible in law."

None appears on behalf of the petitioner today. None had appeared for the petitioner on the last date of hearing as well. The learned predecessor bench of this Court on 23.05.2025, passed the following directions:- "2. Counsel for respondent will file the compliance report, in this regard. He states that petitioner has not submitted the documents.

3. Counsel for respondent will issue a communication to the counsel for petitioner, stating the documents that are required, in order that the matter can be closed.

4. List for 'compliance' 31st October 2025."

Learned counsel for the respondent submits that a compliance affidavit has been placed on record by Ms. Punam Tiwari Sharma, Regional Director, Northern Regional Committee, National Council for Teacher Education, wherein it has been recorded as under:- "13. It is respectfully submitted that the NRC received a reply from the Petitioner - Institute on 20.05.2025. Subsequently, the matter of the Petitioner - Institute was again considered in the 441st Meeting held on 21 & 22nd May 2025, where the Committee decided that keeping in view the order passed by this Hon'ble Court, another final opportunity be granted to the Petitioner - Institute to submit a reply within 15 days on the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

deficiencies communicated earlier, as the committee was unable to decide the application of the Petitioner - Institute for shifting of premises in the absence of the requisite documents. Accordingly, a communication dated 02.06.2025 was issued to the Petitioner - Institute. A true and correct copy of the communication dated 02.06.2025 is annexed hereto and marked as Annexure R-3.

It is respectfully submitted that, subsequently, the matter of the Petitioner - Institute was placed before the 443rd Meeting of the NRC held on 09th& 10th July 2025, where the Committee considered the reply of the Petitioner - Institute and decided to reject/refuse application for shifting of premises. Accordingly, the refusal order dated 11.08.2025 was issued to the Petitioner - Institute. A true and correct copy of the refusal order dated 11.08.2025 is annexed hereto and marked as Annexure R-4.

15. It is respectfully submitted that the Respondent has in compliance with the order dated 03.10.2023 passed in W.P.(C) No. 12912/2023, complied with the directions of this Hon'ble Court by deciding the application of the Petitioner - Institute by following due procedure as per law."

In view of the above, the present petition is dismissed in default, for non-prosecution and disposed of accordingly.
