The present writ petition has been filed seeking quashing of the demand letters dated 24th January, 2025 and 13th June, 2016 issued by the respondent/MCD.

Earlier, the petitioner along with other parties had filed a writ petition being W.P.(C) 6027/2016 challenging the demand letter dated 13th June, 2016.

In the said batch of writ petitions, one of the challenges was with regard to jurisdiction of respondent/MCD to issue such demand. 3.

The question of jurisdiction was decided in favour of the respondent/MCD and the aforesaid batch of writ petitions was disposed of with the following directions:

However, it appears from the record that the petitioner did not file a reply to the impugned demand letter dated 13th June, 2016 in terms of the aforesaid judgment.

The respondent/MCD issued a demand letter dated 24th January, 2025 calling upon the petitioner to deposit the conversion charges/parking charges.

The petitioner replied to the aforesaid letter via its letter dated 20th November, 2025.

Having heard the counsel for the parties and in view of the aforesaid factual background, the present writ petition is disposed of by directing the respondent/MCD to pass a speaking order by treating the present writ petition as a representation to the respondent/MCD. 8.1.

The speaking order shall be passed after providing an opportunity of hearing to the petitioner within eight (8) weeks from today. The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

Needless to state the petitioner would have the liberty to take appropriate legal remedies against the said speaking order. 9.

The interim order passed in favour of the petitioner on 15th July, 2016 in W.P.(C) 6027/2016 shall continue till the time the speaking order is passed by the respondent/MCD.
