Let the copy of this petition be treated as a representation. The competent authority shall afford an opportunity of hearing to the petitioner within a period of four weeks from today. The date of hearing be intimated to the petitioner as well as his counsel within a period of two weeks. The petitioner's representation be disposed of by a speaking order within a period of four weeks from the date of hearing.
