O R D E R

% 10.03.2015 The petitioner has been operating the outsourced visa section in the Embassy of India at Tokyo and Consulate in Osaka. A fresh tender was floated. The petitioners amongst others participated in the said tender without demur. The petitioner, admittedly, was declared as L-4 in the said bid. The tender has been awarded to L1, who has to comply with certain formalities.

The grievance of the petitioner is that the L1 bidder has not complied with those formalities within the time period prescribed. Be that as it may, it is not for the petitioner, who is L4, to raise this plea. If at all, it is for L2 bidder to raise such a grievance. In so far as this petition is concerned, the petitioner has no locus standi.
