% 18.04.2016 Present writ petition has been filed challenging the communication dated 24th August, 2015 whereby petitioner has been debarred from supplying books to Nalanda University for a period of five years on the ground that petitioner had supplied old edition of books and overcharged the price of the books.

It has been averred in the writ petition that the impugned communication was handed over to the petitioner in January 2016 by one of its customers.

Learned counsel for petitioner states that no show cause notice was issued to the petitioner before issuance of the impugned communication. He also states that none of the emails mentioned in the impugned communication have been received by the petitioner.

Learned counsel for petitioner further states that petitioner sent a legal notice dated 22nd January, 2016 to the respondent stating that the impugned communication appears to be forged as it is unsigned and petitioner has not received any official mail or call from the respondent regarding the impugned communication, but till date no reply has been received. Keeping in view the aforesaid fact, present writ petition and applications are disposed of with a direction to the respondent to treat the legal notice dated 22nd January, 2016 as representation and to dispose of the same by way of a reasoned order within eight weeks after giving an opportunity of hearing to the petitioner. The fresh order shall be communicated to the petitioner by registered AD post. It is clarified that this Court has not expressed any opinion on the merits of the case.
