The petition impugns the decision of the Government of India of conferment of Padma Vibhushan posthumously on Shri Dhirubhai Hiramal Ambani.

Upon the cause of action for the petitioner to claim the said relief being enquired, the counsel for the petitioner states that he individually is filing the petition in public interest and as a citizen and not because he individually has any cause of action.

If that be so, then that can be permitted only by way of a Public Interest Litigation (PIL) in accordance with the Rules framed for that. 6.
The counsel for the petitioner states that he be allowed to convert the petition into a PIL.

The said conversion cannot be allowed since specific pleas in accordance with the Rules framed by this Court for filing a PIL have to be made and which have not been made in the present petition. 8.
The petition is thus dismissed with liberty to the petitioner to in accordance with the law and the Rules framed by this Court and if found entitled to, file a PIL.
No costs.
