O R D E R

% 11.05.2016 Present writ petition has been filed seeking a direction to respondents to change petitioner's name from BHIM KAPOOR to BHAWIK KAPOOR in their official records and further issue a fresh Degree/Certificate bearing petitioner's new name. It has been averred in the petition that petitioner graduated in 2012 from School of Open Learning of University of Delhi and was issued a Degree in the name of BHIM KAPOOR. It has been further averred that in 2015 petitioner changed his name to BHAWIK KAPOOR and approached the respondents for change of his name. However, the same has not been done till date. Learned counsel for petitioner states that petitioner's name has been changed to BHAWIK KAPOOR in his Class 10th and 12th Certificates, Aadhar Card, Voter I.D. Card, but the same has not been done in his Graduation Degree issued by University of Delhi. He further states that petitioner sent a representation dated 9th January,

2016 to the respondents for change of his name, but no reply has been received till date.

Keeping in view the aforesaid, the present writ petition is disposed of with a direction to respondent no.1 to decide the petitioner's representation dated 9th January, 2016 within a period of four weeks by way of a reasoned order.

This Court however clarifies that it has not expressed any opinion on the merits of the controversy. The rights and contentions of all the parties are left open.

With the aforesaid directions, the present writ petition and the application are disposed of.
