% 28.04.2016 After some argument, learned senior counsel for the petitioner wishes to withdraw the present writ petition with liberty to file an application under Rule 9.4, Chapter I of All India Council for Technical Education Approval Process Handbook (2016-2017). With the aforesaid liberty, the present writ petition stands disposed of.

In the event the said application is filed within a period of three days, the same shall be disposed of by way of a speaking order within a period of two weeks.

However, it is clarified that this Court has not expressed any opinion on the merits of the controversy. Rights and contentions of all parties are left open.
