% 17.05.2016 The present writ petition has been filed seeking a direction to the respondents to provide details that have been sought by the petitioner vide letter dated 26th August, 2015 and letters following till 09th November, 2015. Petitioner further prays for a direction to the respondents to expunge all the failed attempts from the petitioner's record because according to the petitioner, he failed in those attempts due to biased attitude against him. Petitioner also prays for a direction to the respondents to clear the record of the petitioner free from letters such as psychiatrics consultation and medical evaluation. The petitioner, who appears in person, states that the information sought by him has not been provided till date. He, further states that he has, with malicious intent, been declared unsuccessful in examinations.

This Court has perused the paper book and finds that serious disputed questions of fact are involved in the present writ petition. For instance, allegations in paras 4(c), (d) and (e) at pages 169 and 170 of the letter dated 28th August, 2012 written by the officiating Dean of the respondent-college against the petitioner, cannot be expunged without a trial. The same are reproduced hereinbelow:- "4.

xxx xxx xxx (c) He has been verbally abusive with other students. (d) He has distrust and recurrent suspicious about the loyalty of his friends and perceives the actions of others as deliberately demeaning. He feels he is the victim of humiliation and suspects without sufficient basis that others are observing him via hidden cameras. This suspicion extends to strangers outside the college as well. (e) He also feels that a colleague of his is responsible for his mother's abduction and for stealing his money." Consequently, the present writ petition is dismissed with liberty to the petitioner to file appropriate proceedings in accordance with law.
