2. The affidavits filed by Petitioner Nos. 1 and 2 have explained that the Petitioner No.3 is under the control of Respondents and in any event it is a proforma party. Therefore, the requirement of the Petitioner No.3 having to submit an affidavit is dispensed with. The order dated 16th November 2016 is clarified accordingly.
