% 05.05.2016 Learned counsel for the petitioners states that as the petitioner No.1 has now been promised medical treatment in EWS category in Mata Chanan Devi Hospital, Janakpuri, New Delhi he wishes to withdraw the present writ petition.

Consequently, present petition and pending application are dismissed as withdrawn with liberty to file a fresh petition in case the need arises. However, the question of law is left open.
