The respondent No.3 applicant seeks extension of 10 months' time from 23rd January 2020, for complying with the judgment disposing of this petition.

The judgment disposing of the writ petition gave eight weeks for complying with the decision and which eight weeks, according to the counsel for the respondent No.3 applicant, expired on 23rd January, 2020. 3.
The delay in complying is contumacious and neither any satisfactory reason has been pleaded in the application nor is any forthcoming in the arguments.

The decision making, as required to be done pursuant to the judgment disposing of the writ petition and which judgment has attained finality, is not of such a nature as to take this much of time. Instead of disposing of this application, we deem it appropriate to call the officer responsible for the delay to this Court on the next date of hearing. He is permitted to join the hearing, if not possible physically, virtually. 5.
The counsel for the respondent No.3 applicant is unable to name the officer who is responsible.

At this stage, he states that several persons are involved in the decision. Even if it be so, there must be some Nodal Officer responsible for moving the file, to enable the decision to be taken. The said Nodal Officer, whosoever may be, to appear before this Court, as aforesaid, to explain the delay. If a decision is taken by the next date of hearing, a lenient view will be taken.
