The petitioner seeks direction to the respondents/CRPF to promote him to the rank of Assistant Commandant with effect from 16.04.1998 when he claims that 45 officers, junior to him, had undergone a Senior Inspector Course and were promoted to the rank of Assistant Commandant while no such promotion was granted to him.

At the outset, we have requested learned counsel for the petitioner to address us on the aspect of delay and latches in approaching this court for relief. We may note that the first cause of action had accrued in favour of the petitioner 20 years ago i.e. in April, 1998, whereafter except for making repeated representations, he had not chosen to seek legal recourse. 3.

Admittedly, the petitioner is at the fag end of his career and is going to superannuate on 30.06.2018. We are of the opinion that the present petition is hopelessly stale and does not deserve any interference. The present petition is accordingly dismissed along with pending applications as barred by delay and latches.
