The present petition has been filed by the petitioner praying inter alia for quashing and setting aside the letters/ communications dated 26th March, 2011; 8th July, 2015 and 31st August/1st September, 2015, issued by the CISF, rejecting his application for reconsidering his candidature for the post of a Sweeper.

Learned counsel for the petitioner states that vide order dated 26th March, 2011, the petitioner's candidature to the post of a Sweeper in the CISF was rejected on the ground that his OBC Certificate was not signed

by the competent authority. Aggrieved by the said cancellation order, the petitioner had adopted the RTI route to obtain information from the respondents with regard to his candidature and finally, he had submitted an appeal dated 20th June, 2013, to the respondent No.2 stating inter alia that his OBC certificate was genuine, as it had been issued by the State of July, 2015, the respondent No.4- Chairman, Recruitment Board (CISF) had intimated the petitioner that his recruitment was rejected because he had not produced the OBC Certificate signed by the competent authority at the time of recruitment and he was verbally advised to produce a signed copy of OBC Certificate issued by the competent authority before completion of the recruitment but neither did he produce the signed copy nor did he submit an appeal within a reasonable period. It was noted that the petitioner's application dated 23rd May, 2015 had been made after a lapse of about four years and one month and being highly belated, could not be accepted.

Learned counsel for the respondents states that the process of recruitment for the post in question had taken place in the year 2011 and all the posts were filled up. She further states that as is borne out from a perusal of the rejection letter dated 8th July, 2015, though an opportunity was afforded to the petitioner to produce a signed copy of the OBC Certificate before completion of the recruitment process, but he had miserably failed to do so, leaving no option with the respondents but to reject his candidature.

Having regard to the aforesaid facts and circumstances and the

unexplained delay in approaching the Court for relief, we are not inclined to entertain this petition. The petition and the application are accordingly dismissed.
