The present public interest litigation is filed seeking a writ of mandamus directing respondent No.2- SDM, Narela, Delhi to inquire into the status of issuance of "Lal Dora Certificates" and "Extended Lal Dora Certificates" and to cancel them or declare them null and void. A direction is also sought to restrain respondent No.3- Sub-Registrar, Narela, Delhi not to get registered any part of agricultural land on the basis of false Extended Lal Dora Certificates or Lal Dora Certificates in the name of any person and not to register any document under Article 23 (presumably Stamp Act) for the land forming part of Khasara No.96/73/2/2 (presumably of Village Holambi Kalan, Delhi).

In the petition, it is claimed that the property in question, i.e. half share of agricultural land being Khasara No.96/73/2/2 was sold by one Naam Dhari, S/o Harnand to Sh. Kanti Lal, S/o Moti Lal R/o Naya Bazar, Delhi on 22.12.1972. On 11.05.2016, the petitioner informed the SubRegistrar, Narela, Delhi not to register the said agricultural land in any name because the documents on the basis of which the property is going to be sold namely the Lal Dora Certificate is bogus and a result of fraud. 3.

It is averred in the petition that that the property in question was allotted to the farmers for the agricultural purpose but the industrialists are playing gimmicks in collusion with the concerned authorities and all of them are earning huge profits and the class of farmers are being harassed. Based on these averments, the present writ petition is filed. 4.

It is quite clear that the petition lacks material particulars. There is no attempt to explain as to how the petitioner claims that the purported sale/attempt of sale is based on a forged Lal Dora Certificate. It appears to be an allegation made without any substance or basis whatsoever. 5.

Even otherwise, we see no public interest involved in the present writ petition. The same is dismissed.
