The ill drafted writ petition, after hearing counsel for the petitioner, would suffer a dismissal on account of inchoate pleadings and lack of pleadings attacking the reasons in the impugned order. 2.

Faced as aforesaid learned counsel seeks leave to withdraw the writ petition with liberty to file a fresh petition. 3.

Granting liberty as prayed for and keeping open the issue of delay and latches for the reasons the final order passed on February 28, 2013 is being challenged after more than three years, requiring petitioner to explain the W.P.(C) 6085/2016

delay if a fresh petition is filed, instant petition is dismissed as withdrawn with remedy available to file a fresh petition. 4.

The issue of territorial jurisdiction is also kept pending. 5.

No costs.
