Issue notice. Learned counsel for the respondent accepts notice. 2.

Let the copy of this writ petition along with its Annexures P-2 and P-3 be treated as a representation of the respondents. The competent authority of Govt. of NCT of Delhi shall afford an opportunity of hearing to the petitioner within a period of six weeks from today. A notice of hearing be sent to the petitioner as well as his counsel present in Court today. The competent authority shall thereafter pass a speaking order within a period of six weeks from the date of hearing.

The copy of the speaking order be communicated to the petitioner within a period of four weeks of passing the order.

The writ petition is disposed of in the above terms. If the petitioner is not satisfied with the decision of the competent authority, the petitioner would be at liberty to avail appropriate legal remedies available to him in accordance with law.

Copy of this order be given dasti to counsel for the parties under the signature of the Court Master.
