Vide order dated 03rd June, 2016, this Court disposed of the petition with liberty to the petitioner to make a substantive representation to both the respondents within four weeks to be considered after affording an opportunity of hearing to the petitioner and a speaking order to be passed within 12 weeks.

Learned senior counsel for the petitioner submits that the respondent No.2 has complied with the order dated 03rd June, 2016 but respondent No.1 has not given a substantial hearing to the petitioner. The petitioner is seeking an opportunity of hearing from respondent No.1 in terms of the order dated 03rd June, 2016.

The application is allowed and the respondent No.1 is directed to afford an opportunity of hearing to the petitioner within a period of eight

weeks from today and pass a speaking order within a period of four weeks thereafter.
