O R D E R

An affidavit dated 2nd August, 2016 of the deponent duly attested by Superintendant, Central Jail No.6, Tihar, dated 22nd August, 2016 is placed on record. We are informed thereby that Crl.Appeal No. 722/2014 stood filed by a counsel privately engaged by the family of the appellant. We have been informed by the registry that the same was admitted by the order dated 2nd July, 2014. The record of this case has been placed before us. 2.

We have received report dated 11th August, 2016 of the Delhi High Court Legal Services Committee informing us of the steps taken to ensure appropriate access to justice to the convicts in jail. 3.

In view thereof, the present appeal filed through the Delhi High Court Legal Services Committee is inappropriate and not maintainable. The same is so dismissed. All pending applications shall also stand dismissed. 4.

It is made clear that the opinion expressed herein will not impact on the merits of the case.

On consideration of the report, we are inclined to make certain directions:- (i) Delhi High Court Legal Services Committee in coordination with the Director General (prisons) or his designate shall ensure that a complete review of all the convicts is undertaken; status report of every convict is prepared setting out the date of the conviction; the particulars of appeal, if any filed, reasons for non-filing of the appeals if not already done; result thereof. (ii) This tabulation shall be reviewed on a monthly basis so that no prejudice is resulted to any convict in filing appeals and also registry is not over-burdened with multiple appeals from individual convicts.

(iii) Information in this regard in a soft form shall be shared between the jail authorities; Delhi High Court Legal Services Authority as well as the registry of this Court.
