By the said application, the petitioner not only seeks to implead the Union of India but also seeks to challenge the scheme prepared by the respondent no.2/Corporation. Since the substratum of the writ petition is being amended, this Court deems it appropriate to dismiss the present writ petition with liberty to the petitioner to file a fresh writ petition on the same cause of action.
