It is contended that the petitioner has applied for a fresh licence.

However, because of pendency of the present petition, the said application is not being considered. Learned counsel for the petitioner seeks leave to withdraw the petition with liberty to file a fresh petition, in case, the need so arises. In view of the above, the petition is dismissed as withdrawn with liberty as prayed for.
