% 12.08.2016 Petitioner filed parole application before the Govt. of NCT of Delhi which has been rejected vide order dated 15th July, 2016. Aggrieved by the rejection of his parole, petitioner has approached this Court for parole for three months on the ground of establishing social ties with the family and also to combat the inner stress and depression. Petitioner is in incarceration for about four years. Govt. of NCT of Delhi has rejected the parole on the ground that his presence in the area may disturb the peace and tranquillity and there is possibility of petitioner jumping the parole. It is further noted that on 23rd December, 2015 petitioner had received punishment in the jail for his unsatisfactory conduct. A perusal of nominal roll reveals that petitioner was granted parole in the month of
July, 2015 pursuant to the order passed by this Court. It is not the case that petitioner had not surrendered after completing the parole period. It is trite to say that a person in long incarceration if released, on parole for a month in a year, it aids to his mental and physical well being. Accordingly, it is ordered that petitioner be released on parole for a period of one month from the date of his release, subject to his furnishing a personal bond in the sum of `10,000/- (Rupees Ten Thousand Only) with one surety in the like amount to the satisfaction of Jail Superintendent. During the parole period, petitioner shall stay at House No. 687-88, ABlock, Bhalswa Dairy, Delhi and shall not leave the territorial bounds of Delhi.
He shall report to the SHO police station Bhalswa Dairy once a week, that is, on Mondays at 10:00 am.
After completion of parole period he shall surrender before the Superintendent Jail. Writ petition is disposed of in the above terms. Copy of the order be sent to the concerned Jail Superintendent. A.K. PATHAK, J.
